Why and When did United states put North Korea on the terriosim list?

I know North Korea is angry with being known as a terriosit and United states and the rest of the 6 nation talks just want denuclearization from North Korea. But when and why did United States put them on the list?

They started a nuclear testing program a few years back because Kim Il Jung wanted one.
