How do I get my phone to play music FOR THE PERSON calling (not the ring tone)?

I’m in Israel, my carrier is Cellcom (talk ‘n’ save), and I want to know how to get it that when someone calls me, they hear music instead of a normal ringing noise. I’M NOT TALKING ABOUT RINGTONES (people have been confused by my question in the past).
